Preamble

The scheme has numerous objectives aimed at upliftment of social-economic conditions of the masses through application of Science & Technology. DST effort, though catalytic, had served a very important purpose of establishing State S&T structures and gearing up these structures to assume the role of a prime mover in planning and implementing S&T activities. State S&T Councils and DST are now initiating programmes where resources and technologies are being pooled together to have visible impact. In addition to support for setting up and strengthening S&T structures and facilitating information exchange, support was initiated for demonstration projects, replication projects and S&T studies & surveys.

Major Achievements

The salient major achievements during 1998-2005 are highlighted below. During the period around 175 projects were supported under the programme to promote Science & Technology activities in the states.

1. State S&T Councils in States

  • State S&T structures set up in all the States.
  • Catalytic core support provided to State S&T Councils in all the States to ensure requisite S&T capabilities for implementing State S&T programmes
  • Support initiated to S&T Councils in Sikkim, Nagaland, Chattisgarh and Andaman & Nicobar Islands.
  • Initiated efforts for professional development of S&T manpower in State S&T Councils. Modules for training are ready.

2. State S&T Plans and portfolio of S&T activities:

Catalyzed formulation of S&T plans and identification of S&T activities through :

  • Participation in General Body/ Executive Committee Meeting
  • Participation in Planning Commission Working Group on 'S&T Sector'
  • All India Thematic Meetings on State Oriented Programmes of Central S&T Departments/ Agencies

3. Linkages of councils with Central S&T Departments/ Agencies

Strengthened linkages of councils with Central S&T Departments/ Agencies in the areas of:

  • Science Communication programmes
  • S&T Entrepreneurship development
  • Natural Resource Data Management System and GIS
  • Societal and Rural development oriented S&T programmes
  • Bio-Technology programmes
  • Remote Sensing Programmes
  • Non conventional energy and energy conservation programmes
  • Environmental programmes

4. Demonstration Projects

  • Demo Reverse Osmosis water treatment Plants set up for hard/ brackish/ saline water at Kasari & Uttarlai in Rajasthan & Kalyanpur in Gujarat. A reverse osmosis plant based on 2-Stage desalination was installed in Nelmadur village (Ramnath puram district), Tamil Nadu.
  • Project on hand pump attached defluoridation unit in Rajasthan.
  • Project on demonstration of natural dyes for woolen produce in Uttaranchal.
  • Upliftment of small and marginal farmers achieved through application of hydrams in H.P.
  • Projects on setting up plasma pyrolysis plastic waste disposal plant completed in Goa, A&N Islands and in advance stage of completion in HP and Sikkim.
  • Micro Hydel Projects initiated at Nagaland, Manipur, Arunachal Pradesh and Sikkim
  • Demonstration of low cost sewage technology in Punjab initiated.
  • Project on Demonstration of Non-chemical pest management in cotton : Action research in different agroclimatic zones of Tamilnadu
  • Sustainable development of Uttranchal State through cultivation and processing of medicinal and aromatic plants completed and a compendium of medicinal plants of Uttranchal prepared in Hindi & English.

5. Location specific R&D and Technology Development

  • All India thematic Meeting on "S&T in Location Specific Research" organised to give special impetus to this area.
  • Location Specific R&D projects on sustainable cropping of Ginseng in Manipur completed.
  • Project on Monitoring, Surveillance and Control of Important Poultry diseases at Namakkal completed. Significant decrease in mortality rate has been observed as a result of implementation of practices which emerged as an output of the project.
  • Technology Development projects on energy efficient cardamom drier at Sikkim and development of fishing crafts and gears for the wetlands of Manipur.
  • Development of rice shelling technology in Punjab.
  • Project on management of root rot diseases of castor in Gujarat.
  • Project on management of congress grass through vermiculture bio-technology in Punjab completed.
  • Study of leaching characteristics of fly ash of identified thermal power stations and its effect on soil and ground water contamination in Uttaranchal completed
  • Developed a Soil Testing Laboratory for Hill Regions of Nainital District.
  • Technology Development projects on energy efficient cardamom drier at Sikkim completed.
  • · Medicinal plants application for diarrohea in Maharashtra completed.

6. Replication of success models

  • Demonstration Pollution Control Units for Cupola Furnaces set up at Haryana and Bihar.
  • Development of manual to replicate SuTRA ( Sustainable Transformation of Rural Areas ) programme of IISc and Karnataka State S&T Council . Programme being replicated in Rajasthan and Punjab.
  • Pilot project on decentralized renewable energy development in tribal areas of Rajasthan initiated at Udaipur, Rajasthan.

7. S&T Studies and Surveys

  • All India thematic meeting on “Mapping of S&T needs” organised to provide special impetus to the area.
  • Studies on fishing crafts and gears in Manipur led to development of improved prototypes of fishing crafts and gears.
  • 'Atlas of location Specific Problems' in Assam prepared. Project ongoing in West Bengal, M.P. and Tripura.
  • Studies on Bastar Bell Metal Craft, Lime kiln pollution, low cost water filter , Urinary Tract infection, Medicinal plants in Thar desert, Namda craft, ecological dynamics of small farm operations etc. completed.
  • Study on “Estimation of radon and its progeny using solid state nuclear track detectors in and around oil and coal deposits of Upper Assam - Related health hazard and impact on life supporting systems” completed in Assam.
  • Studies on the drinking water problems & its potential solutions ( In Bokaro and Ranchi Districts of Jharkhand) completed.
  • Study on “Survey of Leucoderma prevalence and its magnitude for Ayurvedic Treatment of Leucoderma patients” completed in Rajasthan.

8. Jai Vigyan Science & Technology Mission entitled "Area Development Mission for Andaman & Nicobar Islands through Science & Technology."

  • 12 projects identified under the broad areas of HRD, Fisheries, Medicinal plants, Housing, Energy, Food processing, Water management and environment in view the specific requirements of A&N Islands.
  • Project on Bio-diversity in A&N Island to prepare inventory of medicinal plants combined with ground check is progressing well. Training programmes in aquaculture and vermiculture conducted.
  • Proposal to set up Instrument repair centre mobilised.

9. Information Exchange

  • Meeting and exhibition on “Strategy and initiatives for rural development through S&T” held at Rajasthan.
  • All India Thematic Meeting to sensitise State S&T Councils about programmes of Central Government and to exchange experiences in programmes pursued at State level
  • All India Review meetings to discuss S&T programmes, operational issues and key policy issues.
  • Regional Meeting of State S&T Councils to identify areas of mutual cooperation in North Eastern states held at Mizoram, Tripura and Manipur. Meetings also held in Pondicherry and Punjab.
  • Web site of State S&T Councils prepared.
  • Project on development of Technology demonstration and dissemination system resulted in launching of a dedicated website on the scheme.
  • Meeting of Eastern region states held on the theme “ Linking Eco-biodiversity to economic development of the state”.
  • Programme workshop to formulate Joint S&T Developmental Programmes for moutaineous region completed.
  • Documentation effort on developmental projects being implemented by State Councils has been initiated. Three video capsules of 5 minutes each have been prepared.
